Harvest only supports a single cost rate default per teammate, but allows for custom cost rates to be applied at a project level. 

Default Cost rates are set in a person's profile and apply to all projects in the account.

To apply a custom cost rate unique to a specific project, you can do so by editing the project and clicking 'Apply custom rate' in the cost rate column of the Team table.
